Did you ever get an answer to this? I don't see anything in the
archives. (I just fished it out of my spam bucket---the filter
doesn't like text/plain parts that contain HTML). Sorry for the long
delay.

It looks like configure disables the drag'n'drop
support by default. You could try compiling without X, or use a native build if
you have Microsoft's compiler available. You could also try adding
--with-dragndrop
to the configure line (make sure you keep the --with-msw), but I don't
know whether that will work properly in a cygwin build.
