No, I don't think it has been given much thought, at least not that
anyone would share with the lists. In my opinion, it would be a good
idea to start modestly, with ZIP files, and upgrade to fancy stuff for
21.1.

XEmacs 21.0 distribution, including optional packages. (BTW, this
would be for me, my friends, and co-workers, and would *not* be a
commercial CDROM.)
Heh, XEmacs is GPL, meaning that it's perfectly fine to sell a CD-ROM.
If you get rich off of XEmacs CD-ROMs, more power to you! :-)
