I don't think your memory is an XEmacs problem, except that XEmacs is
unavoidably a very big program. For example, my process starts at
30MB of virtual memory (I have a fairly extensive initialization file,
and load a bunch of buffers automatically). XEmacs 21.1 should be
quite a bit smaller, but I would say that if you don't have at least
20MB available to your XEmacs process it is going to be hard to get
work done.

Looks to me like XEmacs is doing its best under very restricted
circumstances. Check your resource limits (most shells or systems
provide a ulimit command for this).
