I suggest adjusting the PATH environment variable so you don't need to
fiddle with cvs-program. BTW, shouldn't that be vc-cvs-program instead?
Try
M-x customize-variable RET vc-cvs-program
Don't forget to Set and Save it.
Just reinstall the vc package, as documented in
http://www.xemacs.org/Documentation/packageGuide.html#How_to_install_the_...
