There is sufficient opposition, that I will not make the proposed
change.
However, we need to move 21.2 onto the trunk, and it will likely be
impossible to do this without a discontinuity in the CVS history, so
the effect will be the same, i.e. pre-trunk-move 21.2 history will be
only obtainable via
cvs annotate -r rrelease-21-2 foo.c
Because of this unavoidable discontinuity, I think the best solution
will be to start a fresh CVS module for continued development.
