It took more than 17 months to write PEP 440.[1] I suppose we could build on that experience and cut it down substantially, but a fair amount of work still needs to be done. Compared to the effort required, this is among the least important tasks facing XEmacs at this point in time, and I don't see anybody willing to put forth the effort.
