It tries to read it directly from /dev/tty (whatever the equivalent is on WinNT/Win95). A handy tip that you'll forget by the time you need it: Someday, you'll be doing some non-emacs stuff on your Win95/WinNT box. After something innocent, like changing some networking settings, the disk will be grinding around, and when you wake up from the dream, ange-ftp will no longer work. What happened was that Microsoft decided you needed a new copy of ftp.exe, so they gave you one (no need to thank them).
