Only about 100MB worth ... 19.14 has been retired for years, and we've
been through three full release cycles since 19.14 was released.
Currently recommended version is 21.4.16.

If you can't get it to start at all, it sounds like you're having
trouble getting the first frame on screen, and you're crashing while
attempting to delete the frame and clean up before exiting.
If so, you might check whether your X auth stuff is OK (if other
programs are starting, it should be, but you've done a _lot_ of
upgrading the OS since that binary was released, and it's possible
you've upgraded past what XEmacs understands and it can't connect to
the X server), and another possible workaround is to restart the X
server. Both of these are pure magic that has worked for others in
the past; I don't know why they worked or how to implement them on
your host.
Your best bet is to ask somebody at your location who knows X well,
and to upgrade XEmacs.
