Definitely not an accident. A certain XEmacs enthusiast has tried to
persuade the nameless "GNU Mailing List Maintainer" to put an
`XEmacs.README' at prep, but failed. He was told that "there are some
copyright problems," and when he insisted to know what kind of
copyright problems these were, he never received an answer.
