Because a substantial number of people requested this behavior. It
used to be the other way around. No single order is right for
everyone, unfortunately, but I'm reasonably sure more people prefer
the one we have. In any case, there'll be great moaning and howling
if it changes.
The fundamental philosophical problem, I think, is that people run an
XEmacs in-place that they later "make install." This kind of
situation is really only well-supported for a vanilla configure run.
