I'll take a closer look at this particular case when I have time, but
this is a general problem: AUC-TeX vs tex-mode, vc vs. vc-cc
vs. clearcase, psgml vs. sgml-mode. There are many "improved" add-on
packages or conflicting add-on packages which provide modes by the
same (intuitive) name.
It almost certainly should _not_ be removed; there are a lot of users
who intensely dislike "nanny" modes and prefer the older versions,
several of which are included in the core Lisp for various historical
reasons.
I guess the solution I would prefer is a patch that (1) in the
node about modes warns that many of the specific modes, while still
available, have been superseded by more "modern" packages, and (2) in
modes that are shadowed by a package provide an @xref to the shadowing
package.
