I have seen this in 21.5.16 on Mac OS X 10.3 but not when I use the set-mark
command to set the start of the region--only when I use mouse movement to do
the marking. Mine was when I tried to sort a region. When I tied the
command to a key and did not go through M-x (or when I used set-mark), the
region stayed active.
