Odd behaviour with b39

If I startup beta 39 with vm (xemacs-21.0-b39 -f vm), select the XEmacs
menubar, then switch to *scratch*, I get the following odd screen.

XEmacs seems to think there should be a toolbar display on the left, but
*scratch* doesn't have one.  It also took away the 3d modeline for the top 
buffer and blanked out the lower buffer.

It should look more like the following attachment which is what I get with 
beta 38, doing the same steps.
