I don't think so. This is a dump-time mis-interaction. The rules
were very carefully laid out to provide maximum flexibility in the
search order.
I tell you three times, when manually updating packages with tar, `rm
-f $(cat pkginfo/MANIFEST.<pkgname>)' first. The next file to disappear
will be mule-debug.el.
