nt/xemacs.mak did not build beta.info!
LISPREF_SRCS in native windows build did not include
lispref/packaging.texi, so modified source did not trigger rebuild of
lispref for that file.
I'll commit related patches tonight, unless you want me to hold off
for 21.5-b29, Stephen.
