Sorry to be insisting here, but this has nothing to do with efs. This
is entirely due to a bug in package-get.el.
insert-file-contents-literally will not download files with efs (as it
sets file-name-handler-alist to nil - notice the d:\ in your error
message).
The error message "ftp-error FTP Error: CWD 550
/pub/xemacs/packages/package-index.LATEST.pgp/: Not a directory" on
the other hand seems to be due to some bug in efs - but they are not
related.
