Do you have any thoughts on how the values expressed in config.values
get used during XEmacs startup? In particular, that lispdir value
looks suspicious to me. Note that some paths (generated on my system
when I built the installkit) do not exist on Sean's target system.

I agree it's bogus, but under what conditions does Windows consider
"\e:" a drive letter? Does Windows say what it's looking for? (I'm
wondering if all the other backslashes disappear too, as they should
if something is interpreting those as Lisp or C string escapes.)
In any case, something in the 21.5 startup code is looking for a
file in the "e:" drive, which doesn't exist on Sean's system.
I still think that is a Microsoft bug, not an XEmacs bug (unless
there's a documented way to tell Windows not to prompt for missing
media, which we should use). It should be possible for a program to
probe for existence, access, etc of data without bothering the user.
Be that as it may, I guess we have to try to reduce the user pain...

-no-autoloads and -no-packages?
Do you build the distribution with "--with-prefix=no"?
Since there are no references to "e:" in the output of debug-paths, I
would consider the possibility of something in package auto-autoloads,
as well. Do you build a package distribution for use with the Windows
installer distribution?

and that the wrong path has been dumped into xemacs. Is it sure that the
startup code
gets rid of the compiled time path ?

I can’t use that kit--Windows XP, running as an administrator. When I
download it and double-click it, I get the following message:

On some further research, this stream (“Zone.Identifier”) appears to be
part of an Internet Explorer architecture to prevent executing things
downloaded from the internet. I downloaded the file with Cygwin wget(1), so
I don’t know why it’s objecting to that aspect. Renaming the file, dragging
it into a zip file (stripping ancillary streams), and dragging it out again
made setup possible.
I’ve made a log of all the file accesses that installed XEmacs makes on a
-vanilla start available here:

No. I have attached the Installation file. I'm not sure if that

The -no-autoloads question is a good one; I've asked Sean to test with that.
I don't build the packages on Windows (my masochism only goes so
far!). I download the packages and include the tarballs in the setup
kit. The ones the user elects to install get uncompressed on the
target system.
