 I tried this patch.  With ./xemacs -vanilla, when I try M-x load-lib
 RET, xemacs crashes exactly in the assert statement you added.   
yes, that was the idea. In the meantime I have realised that this was
slightly too simplistic, this will get triggered easily from
unwind_to_catch (which normally removes the entries from the
catchlist itself)...

Sorry, I have no more time right now. We have an important project
deadline at midnight...
