1. To force the issue to be dealt with.
2. Updating package lisp is easier in small pieces than in big chunks
(I keep a fairly slim installed lisp tree -- you almost certainly
don't want me building the SUMO distribution).
Installing everything only has to be done once. After that it can be
updated. So, the issue will be moot after 21.0 release, and in the
mean time, we test.
