[Emacs/W3 is usually a good place to look for X/Emacs (non-)
portability hints, but I don't know much about XEmacs.]
Easymenu is the compatibility library in this case. The ideal solution
would be to add the apropriate stub to the XEmacs version of
easymenu.el[1]. It would be convenient if the XEmacs maintainers were
warned early. I am not sure whether they were in this case but anyway
there seems to have been some miscommunication as the function is not
in the XEmacs easymenu.el.
This mail is CC'ed to xemacs-beta in the hope somebody will find the
time to add this to XEmacs before 21.0.

[1] Inge. You seem to be the author of said changes, which are very
nice by the way because it allows multiple-emacsen-packages to use the
extened syntax, are you aware of these facts?
