I'm not quite sure what your question has to do with XEmacs; however, the
version of Cygwin you're using is now at least 7 years old. Have you tried a
more current version? You can download it from 
http://www.cygwin.com.
No one's going to be able to provide much help with a Cygwin version that old.
If you download the current version, the folks on the Cygwin mailing lists can
provide support.
