ILU does this, indeed.
However, CORBA and related IDL's are pretty heavyweight currently.
The sensible approach is to a have a low-level FFI and build RPC
support on top of it.
Would you even want IDL? I would have thought that DII would be simple
enough from elisp/scheme/clisp.
