No, pretty clearly that file was grabbed from XEmacs around 2002,
along with BP's original code. Note that MODTITLE still refers to
XEmacs in that Makefile.

module." which indicates they actually come from Emacs or!?
Any suggestions on how to deal with these Makefiles?
Attribute them to Bill P, and send him some mail asking for
confirmation. (Try wmperry(a)xemacs.org, then wmperry(a)gnu.org. The
"aventail" address is long defunct, and there's a "kadath" address
for
him in the archives, but his
xemacs.org alias currently points to
"kadath"; I can't find any others.)
On a separate issue, I don't think the Makefiles are fully functional
any more. At least, I was unable to get them to build either in-tree
or preloaded (ie, linked into xemacs itself), but that was a while ago
and I didn't try real hard.
