Should app-defaults/ and start-files/ be deleted as long-forgotten

No.
Nothing within is included in the more recent binary distributions
of these five packages (edict, mule-base, skk, egg-its and leim).
Correct. However there is a 6th mule package called `locale'[1] which
contains the stuff for non-English splash screens and non-English
menubars. It is alive and well and we recently added Romanian.
