I believe we do: the error terminates the attempt to process local
variables. This is (apparently) good enough for GNU Emacs work, but
what *we* should do is verify that the local variables section is
lexically valid, and only then parse it.
Also I think we should disable local variables processing entirely in
-batch mode. Anything that needs to be set can and should be set in
an -eval from the command line.
