I don't think it is.  Some time ago I was trying to figure out where
all my color cells were going (8 bit display).  From what I recall, it
seemed that for example the billions of Gnus faces (which I do not use
but are defined in my XEmacs) did not actually cause color cells to be
allocated until they were used.
