I experience this with XEmacs 21.4.21 on FreeBSD 8.0-RELEASE under
X.Org X Server 1.7.5.
Well, just looking at the
freebsd.org website after quite a while, I can
see that the latest 8.x release is 8.2. Maybe it helps if you upgrade
your machine to that latest release or even 9.0.
You could even try the latest (unreleased) code of xemacs by checking
it out via 'hg clone
https://bitbucket.org/xemacs/xemacs ', building
it yourself and report bugs to this list.
