Hmmh, packages are normally copied to a STAGING area and can be
installed from there.
Works fine for me on Windows.
What does
xemacs -debug-paths
give you?
What's the value of XEmacs variable
configure-package-path
and what's the value of env. var.
EMACSPACKAGEPATH
if you have it?
