I've got the same problem here and AFAIK Adrian Aicher too, so it seems
that it is a general problem on Win32. See my posting in xemacs.buildreports.

When you look at D:\src\xemacs\xemacs-21.5.8\nt\..\lib-src\i* you get
...
The error is misleading - i.exe just acts as a pipe to display the
output of stdout/stderr on the console and is just reporting the earlier
error to nmake. The real error is a side effect of this change:

I plugged in the cygwin makeinfo and rebuilt. Problem solved.

It's a bug in that the documentation says it should work without
makeinfo. In practice there are three choices:
a) Update XEmacs documentation to remove all language features not
supported by XEmacs' version of texinfo.
b) Update texinfo. It's currently syned with FSF 20.5 - a quick diff
against the texinfmt.el in FSF 21.1 suggests resyncing wouldn't help.
c) Update the win32 build files and nt/README to make use of makeinfo
mandatory.
I suggest that (c) is the most practical choice.
