How can you tell? One xemacs install on a UNIX-like OS may be used
by
hundreds of users, as at my current site. One xemacs install on a
windows OS will, I'd bet, almost certainly be used by a single person.
Thus, you can't tell from number of downloads.
Two things, one of which you've already discounted. Since late
1996, the most popular binary kits downloaded from ftp.xemacs.og
have been for Linux. The second is based on the number of Linux CD
ROM distributions XEmacs appears on. Admittedly, I also have no
hard numbers on how many people have installed XEmacs off of Linux
CD ROMs.
