More precisely speaking, XEmacs version FOO should untar into a
directory called `xemacs-FOO'. FOO can be either 19.14, 20.4,
21.1.12389, 21.2-b14, or whatever.

Package the distribution of Foo version 69.96 in a gzipped tar file
named `foo-69.96.tar.gz'. It should unpack into a subdirectory named
`foo-69.96'.
