and no one knows why we need a data directory naming containing a
colon but apparently we do. If someone can get me a backtrace on

Cool. You're going to find building everything from source difficult
to impossible on Microsoft Windows. XEmacs 20 was unbuildable from
scratch for quite awhile without Mule support. I expect that getting
everything building on Microsoft Windows to not take quite as long.
In the meantime, you can always pick up pre-built pieces where native
support is lacking. Prebuilt texinfo is always provided in a -info
tarball, prebuilt Lisp packages will always be provided.
When compiling, I got many compiling warnings.
The compiler warnings are being removed in fits and starts. The
bytecompiler warnings can usually be ignored.
When I tried to install, the error was 'makeinfo not found'.
I am
using Cygnus' gcc compiler. Do I have to install the info files? If
possible, how to avoid compiling and installing the info files?
Install the xemacs-*-info.tar.gz file.
