Personally, I don't find that any better than
ftp://user@host/path/to/file
It even has the exact same number of characters!
But most importantly, URL syntax is *standard*. Really, honestly, that
does matter. The world has given us a standard way to name documents
all over the Internet, with a variety of protocols. Every Web user
understands it. Can't we please use it?
Well, backward compatibility also matters, and I'm willing to wager a
pizza that Emacs has had the "//" feature before URLs were created.
(I started to use Emacs 18.58 or so in 1991 or so, and it had this,
didn't it?)
