 Mhhh, all CDE Dnd Functions carry names like DtDnd... there is none in the
 call stack. Long time since I last touched CDE. 
There is a misc-user in the most recent events, but from the description it
seems as the paste came from another app. But this would not create a
misc-user... 

I can't reproduce it using your description with Nikko. It just starts a drag
for me, which is immediatly dropped and inserted. Does the bug appear always,
or only sometimes?
