This is not the same as moving it to a different package and telling them to get that. There's good reason to _not_ guarantee backward compatibility with the core Lisp, while packages are supposed to be compatible. I guess what you could do is make an XEmacs-20-support package, and put stuff like x?m-button.el in there.
