Not immediately. I can't see it as kosher to tell people to get a
file from a different version of XEmacs if they (for whatever reason)
don't feel like upgrading. This is not the same as moving it to a
different package and telling them to get that. There's good reason
to _not_ guarantee backward compatibility with the core Lisp, while
packages are supposed to be compatible.
I guess what you could do is make an XEmacs-20-support package, and
put stuff like x?m-button.el in there. Possibly should do that with
Mule too, since all that stuff is getting moved back and forth between
mule-base and lisp/mule.
