Did you reboot? If you upgrade cygwin1.dll, Cygwin programs
don't work correctly (or at all) until you have rebooted.

You can use Cygwin's "run" program to hide the console window, e.g.:
C:\Cygwin\bin\run.exe C:\Cygwin\xemacs.bat
With this knowledge, just in case, I tried running "c:\cygwin\bin\run
<pathtoxemacs21413>" from a cmd prompt, and it made no difference.
