Rewrite optimization help to be accurate. Setting
`--with-cflags-optimization=""' will now unilaterally turn off
optimization; setting it to something non-null unilaterally turns it
on.

No. The use case is that you have a personal set of flags which you
put in --with-cflags-foo, and use --with-foo to enable or disable
them. I would appreciate a review of whether this works as you would
like, though.
