It's not exclusion by policy AFAIK. If you know of previous authors,
you're welcome to check with them that they want their names in, and
submit patches to add them.

This is very inaccurate. Martin and Steve wrote _lots_ of docs, true,
but their names are on a lot more commits. And the Great Trunk Move
is going to make Michael Sperber the primary author of XEmacs IIRC.
Use the ChangeLogs, instead.
