X11 distributions come with a few standard Asian fonts in BDF (bitmap
distribution format) form. There are also the Wadalab Japanese fonts
and some Chinese fonts available from the Ghostscript distribution
http://ghostscript.sourceforge.net/, and some CID Postscript fonts
based on the Wadalab fonts from Adobe, distributed by O'Reilly
ftp://ftp.oreilly.com/published/oreilly/nutshell/cjkv, in the fonts
subdirectory IIRC.
TrueType/Windows, I don't know. You could try
microsoft.com.
Everybody I know uses fonts from their Windows system or buys them. I
believe that there are programs to convert BDF or Postscript fonts to
TrueType format.
There is also the Mojikyo project.
