Because C-c is a universal prefix, it takes 2 C-c's (that's
C-c C-c) to kill a process in shell-mode.
C-h k C-c C-c reports:
C-c C-c runs `comint-interrupt-subjob'
`comint-interrupt-subjob' is an interactive compiled Lisp function
-- loaded from "comint"
(comint-interrupt-subjob)
Documentation:
Interrupt the current subjob.
