Dear Bug Team!
I have several mail folders that I read via gnus, using the nnmh
foreign group feature. Some of the folders don't get read often, and
I use date scoring to help weed out older messages. Occasionally gnus
will incorrectly flag a message as matching a "before" entry. For
example, consider the following score entry and the following header:

I would not expect this to match, but it does.
I've also tried a C date syntax ("Mon, 1 Apr 2002 00:00:00"), with
and without a timezone, and I still see the occasional mismatch.
I suppose this could have something to do with the mangled
Delivery-Date header line, but I have other messages that have
similarly mangled lines, and gnus doesn't match them.
It's possible that I have the date syntax wrong for the score entry,
though it does work most of the time. Unfortunately, the info file
for gnus only describes the date format for date regexp matching. I
tried reverse engineering it from the code, but my Lisp skills weren't
up to the task.
This is not a new issue, by the way. I've been seeing this for
several months, at least, so it's not something introduced by 21.4 or
the latest gnus.
So, can anyone tell me
1. What the correct date syntax is for before/after score entries?
2. Why I'm seeing these occasional incorrect matches?

This is an excerpt from the Gnus manual about scoring on date
"Date"
For the Date header we have three kinda silly match
types: `before', `at' and `after'. I can't really
imagine this ever being useful, but, like, it would feel
kinda silly not to provide this function. Just in case.
You never know. Better safe than sorry. Once burnt,
twice shy. Don't judge a book by its cover. Never not
have sex on a first date. (I have been told that at
least one person, and I quote, "found this function
indispensable", however.)
A more useful match type is `regexp'. With it, you can
match the date string using a regular expression. The
date is normalized to ISO8601 compact format
first--YYYYMMDD`T'HHMMSS. If you want to match all
articles that have been posted on April 1st in every
year, you could use `....0401.........' as a match
string, for instance. (Note that the date is kept in
its original time zone, so this will match articles that
were posted when it was April 1st where the article was
posted from. Time zones are such wholesome fun for the
whole family, eh?)

gnus-score-date always tries to convert the date into ISO format using
gnus-date-iso8601 and this says
(gnus-date-iso8601 "20020401")
"19700101T010000"
Uh oh. parse-time-string is the ultimate method used to gather the
information.

Indeed. But this works:

Interestingly enough, gnus-date-iso8601 does not handle ISO format
input correctly:

"19991231T160000"
Anyway, I'll ask ding(a)gnus.org about why messages are incorrectly
being matched in my "before" score rules.

Convert the DATE to YYYYMMDDTHHMMSS.

(gnus-date-iso8601 (current-time-string))
works.
However, it interprets its argument as UTC and returns a string
adjusted for local time zone. You'll have to pass it a UTC time to
get back a correct local time ISO8601 date and time.
E.g.:
(current-time-zone)
(7200 "W. Europe Daylight Time")
(current-time-string)
"Sat Oct 11 10:17:48 2003"
(gnus-date-iso8601 (current-time-string))
"20031011T121752"
T correctly indicates a local time, UTC times would be represented by
the letter Z.

By this you imply that an ISO8601 compliant, uhm, entity is not a
valid value for "the DATE". Hmm... Maybe the doc-string could be
improved.
