I have just posted to
ftp.xemacs.org a new windows native setup kit
for XEmacs 21.5. The kit is available at
ftp://ftp.xemacs.org/pub/xemacs/windows/testing/XEmacs Setup 21.5-b25.exe
This kit is a test version based on the current contents of the XEmacs
21.5 source tree as it currently exists in CVS. The kit includes a
significant number of packages and allows the user to choose among them.

Thank you for downloading and installing this setup kit for
XEmacs 21.5-b25.
XEmacs-21.5 is software under development. Please do not use this
software unless you are prepared to experience and report bugs. The
21.4 releases of XEmacs are more stable and are better suited to the
less adventurous in the user population.
This setup kit can be installed alongside a 21.4 installation; by
default the 2 setup kits will install to %Program Files%\XEmacs and
they will share packages. One significant difference between the two
kits is that the 21.5 kit supports MULE. (Refer to
http://www.xemacs.org/Documentation/21.5/html/xemacs-faq.html#SEC65
for more details on MULE.)
This setup kit includes the following packages which are optionally
installed: auctex, bbdb, c-support, calc, cc-mode, debug, dired, ecb,
ecrypto, edebug, ediff, edit-utils, efs, eieio, elib, emerge, eshell,
footnote, fortran-modes, fsf-compat, gnus, hm--html-menus, ibuffer,
igrep, ispell, jde, latin-euro-standards, latin-unity, locale, lookup,
mail-lib, mailcrypt, mh-e, mmm-mode, mule-base, net-utils, os-utils,
pc, pcl-cvs, pcomplete, perl-modes, prog-modes, ps-print, psgml,
psgml-dtds, python-modes, re-builder, reftex, ruby-modes, sasl,
scheme, semantic, sgml, sh-script, sieve, sounds-wav, speedbar,
supercite, texinfo, text-modes, textools, time, tramp, vc, vc-cc,
vhdl, viper, vm, w3, x-symbol, xemacs-base, xemacs-devel, xetla,
xslide, and xslt-process.
