Oops! You're absolutely right. Just didn't catch my eye, sorry about
the noise. I guess texinfo 4.2 requirement is acceptable (though it's
kind of a PITA, major OS vendors seem to distribute 4.1), it just has to
be documented somewhere.

Even 21.5 still states this in /INSTALL (that's where the requirement
is documented):
XEmacs requires an ANSI C compiler, such as GCC. If you wish to build
the documentation yourself, you will need at least version 1.68 of
makeinfo (GNU texinfo-3.11).
I just got a report from Amir, that 3.12 no longer works on
man/xemacs/xemacs.texi.
This is due to a change of mine, using ifnottex, which requires at
least 3.12f.
I feel uneasy about jumping our requirement up all the way to 4.2 over
night.
Peter reports FreeBSD does not have 4.2 yet.
Any ideas?

Not in any specific order:
- Require texinfo 4.2.
- Don't generate documentation for tramp by default.
- Detect texinfo version, and generate tramp docs only if it's >= 4.2.
- Work around the requirement in tramp some other way.
I wonder what's the minimum version of texinfo required to build/use
docs in other packages nowadays...

(Previously, the HTML version of Texinfo files often didn't have any
copying information at all because you had to include the copying
information manually in the different formats. The ＠copying command

I can't even find version 4.2 in the ports. This is a -stable
FreeBSD.
At least, you've got to capture the error (or advise people to run
gmake -k).

This is not always an option.
And whether you believe in options or not, we want it to be _easy_,
not a PITA, for testers to build XEmacs. They should not have to go
out and get updated packages and build them from source. They should
not have to throw away or work around what their distro has settled on
as the "stable" version to build XEmacs if we can avoid it.
If a package person (eg, Kai) wants to require Texinfo 4.2, that's
fine. But we need to find a way to check for it, perhaps in
XEmacs.rules, so that we spit out a warning and not a broken build.
There's also a backward compatible solution, which is to work out how
to get it done right for all Texinfos we support (>=3.12, IIRC, not
to mention texinfo.el), put it in an include file, and use
＠include ../../generic-copyright.texi
perhaps with some appropriate macro definitions for AUTHOR, etc.

The main problem with this (as I saw later) is that it doesn't
necessarily cover people with special requirements. Of course since
effectively all packages will use GPL (or the somewhat new doc license
for manuals), those should be few.
On the other hand, we would probably be doing a service for many
people who have little idea of what to put in there.
