21.5.b4 (CVS): toolbars truncated

        just built the latest CVS of xemacs-beta.

the toolbars are truncated, see:

   http://folks.astrian.net/godzilla/toolbar.png

notice that the toolbars do not extend down along the entire length,
leaving the INBOX Presentation buffer with no well defined edge (on
the left).

this pic is taken AFTER i did a 

     (set-specifier toolbar-shadow-thickness 2)
