Sorry, my mistake - the latter is correct but should contain something
like
xemacs-21.4.9.exe. It seems strange that this does not exist. Did you
use

new setup.exe? Did you install with adminstrator priviledges?
Yes to administrator priviledges. Either 1.2.2.11.2.11 or perhaps
1.2.2.11.2.10.

This sounds like the same event loop problem that native users were
seeing.
I
think fixing it requires a patch to cygwin.
If native users are seeing this problem, why will a patch to Cygwin help?
Is there a patch to Cygwin? If not, do you know when there will be a patch?
