For this to work you need to have both the xemacs-base and efs
packages installed. Yep, that's right, to use XEmacs' packaging
system you must first have a couple of packages installed.

entire package tree from the CVS, but can't figure out how to use it.

I'll soon be adding a INSTALL and/or README to the package tree that
hopefully will end questions like this. But in the meantime...
- Create a 'Local.Rules' file (just cp Local.Rules.template)
and edit it to suit.
- make install
- move the resulting tree (PACKAGE_STAGING) to
/usr/local/lib/xemacs/xemacs-packages (note: this is the
default, it may be different in your case).
That's pretty sketchy, but hopefully it'll help you. Email me if you
have any problems.
