I'm going to be doing releases for a while.
This is my first release as release engineer, so I expect things to go
wrong. The only feature of this release (aside from its content) is
that patches are now built using `makepatch'. They can be applied
traditionally using patch, or run as a shell script, or applied using
`applypatch' from the makepatch package, available at these URLs:

This beta release was produced using new and untested technology, but
it should appear to you like any other. Let me know what I've missed

I'm hoping that 21.2.24 will be released once the current Irix or
Windows problems are declared fixed.
