Hello John! It's embarassing, but the version of report-emacs-bug you're using is broken. A fixed version of the net-utils package is currently in pre-release. Please install it via Options -> Manage Packages -> Add Download Site -> Pre-Releases Options -> Manage Packages -> Update Package Index Options -> Manage Packages -> List & Install This is the good one: net-utils 1.18 Miscellaneous Networking Utilities.
