No, I take that back. It's in do_compile_mode() in lib-src/ellcc.c:

exec_argv = add_to_argv (exec_argv, "-DXEMACS_MODULE");
exec_argv = add_to_argv (exec_argv, "-Dxemacs");
exec_argv = add_to_argv (exec_argv, "-Demacs");
Does the Windows build not use ellcc? If not, then how does it build modules?
