Dear Bug Team!
I'm having problems with XEmacs getting into a state where it refuses
to refresh its windows. The buffers seem to continue to respond to
keystrokes and if I hit C-l (recenter), the display refreshes and
shows any changes I've made. The only thing I've found that fixes
things is to minimize and restore the window. Once I've done that
every thing seems to work normally until the next time it gets
confused.
I'm not using any special window managers, but I am running on a dual
headed machine.
I have noticed that the problem seems to occur most often right after
I've run a command that invokes a background process
(e.g. cvs-update). It doesn't happen every time, but if the command
take a while to complete (e.g. a couple of seconds) it seems to happen
very frequently.

Ok, I about to apply another related patch, but unfortunately this will only
affect the native version (and you are using cygwin I believe).

I am running 21.4.8-3 (netinstall) and I am seeing this problem too. I
